While Honolulu fell to the bottom of the list, the top five cities stand out for their unique approach to pet care, amenities, and quality of life. Each one offers something special, from abundant dog parks to affordable vet care. This proves that a truly pet-friendly city is about building a community where they can thrive.

Scottsdale claims the number one spot, thanks to its pet-friendly lifestyle. Nearly 98 percent of the city’s rental listings allow animals, which takes the stress out of finding a place to live. Beyond housing, about 27 percent of the city is parkland, which means plenty of space for dogs to stretch their legs.
Scottsdale also leads the nation in pet businesses per capita by offering 8.2 times more options than places like Newark, New Jersey, which ranked lowest in that category. Combine this with Arizona’s famously sunny climate and the city’s walkability, and it’s clear why this spot sets the standard for pet-friendliness.
Tampa, Florida
Tampa’s second-place overall ranking proves that it is one of the best cities for both people and pets. Here, too, owners have no trouble finding housing, considering nearly 89 percent of rentals allow animals. This spot also offers one of the highest concentrations of vets per capita, which means plenty of access to pet health care.
The city is among the 30 least expensive for vet and pet care costs, so routine care is more affordable. In addition to that, the 10th most dog parks per capita and a long list of dog-friendly restaurants make Tampa an easy place for both pets and owners to enjoy an active social life together.
